This milestone means that the broad-based index never closed above that level, 2954.20, before that time. Specifically, &#8220;all-time&#8221; is an adjective with two meanings <a rel=\"noreferrer noopener\" aria-label=\"according to Dictionary.com (opens in a new tab)\" href=\"https:\/\/www.dictionary.com\/browse\/all-time\" target=\"_blank\">according to Dictionary.com<\/a>:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>&#8220;never surpassed or greater&#8221;<\/li><li>&#8220;regarded as such in its entire history&#8221;<\/li><\/ol>\n\n\n\n<p>Despite the clarity of this definition, I have seen an interpretation that suggests &#8220;all-time&#8221;, sometimes used without the required hyphen, means for ALL time, past, present, AND future.<\/p>\n\n\n\n<figure class=\"wp-block-embed-twitter aligncenter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Always amused when something is at &quot;all-time&quot; high.<br>Best I know, all time hasn&#39;t ended yet<\/p>&mdash; Stephen Koukoulas (@TheKouk) <a href=\"https:\/\/twitter.com\/TheKouk\/status\/593986888081362944?ref_src=twsrc%5Etfw\">May 1, 2015<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>Stephen Koukoulas is an Australian economist who used to serve as the Senior Economic Advisor to the Australian Prime Minister. He also did a stint as Chief Economist of Citibank. I wondered whether in economics &#8220;all-time&#8221; has a different shade of meaning from the one in standard use as described in the dictionary. From my own studies in economics (as well as a scan of search results), I have never heard of or seen such a distinction. Yet, Koukoulas clearly thinks one exists. In the latest example on twitter, he even tried to correct the <a rel=\"noreferrer noopener\" aria-label=\"Australian Bureau of Statistics (ABS) (opens in a new tab)\" href=\"https:\/\/www.abs.gov.au\/\" target=\"_blank\">Australian Bureau of Statistics (ABS)<\/a> &#8211; a government institution full of economists:<\/p>\n\n\n\n<figure class=\"wp-block-embed-twitter aligncenter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Not \u201call time\u201d high. Waste is dreadful.  Seems you failed to get that message thru to Howard when tax to GDP hit an all time high<\/p>&mdash; Stephen Koukoulas (@TheKouk) <a href=\"https:\/\/twitter.com\/TheKouk\/status\/136545233600118784?ref_src=twsrc%5Etfw\">November 15, 2011<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>I cannot tell from <a rel=\"noreferrer noopener\" aria-label=\"the twitter stream for Koukoulas (opens in a new tab)\" href=\"https:\/\/twitter.com\/search?q=all%20time%20high%20from%3ATheKouk&amp;src=typd\" target=\"_blank\">the twitter stream of relevant posts for Koukoulas<\/a> when or why he had a change of heart on how to use the phrase &#8220;all-time high,&#8221; but it is clear that no one felt compelled to support or contradict the <a href=\"https:\/\/www.dictionary.com\/browse\/umbrage\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"umbrage (opens in a new tab)\">umbrage<\/a> Koukoulas feels on this topic. <\/p>\n\n\n\n<p>It is also clear that in everyday living, &#8220;all-time&#8221; has solidified a special place in the English language. In particular, G.O.A.T., meaning the Greatest Of All-Time, is an abbreviation commonly used in sports to refer to athletes who display skills never yet seen in their respective disciplines. For example, one newscaster in 2017 used G.O.A.T. to explain why tennis star Serena Williams is not just the G.O.A.T. of tennis but perhaps the G.O.A.T. in all of sports.
