In <a href=\"http:\/\/www.snb.ch\/en\/mmr\/reference\/pre_20140918\/source\/pre_20140918.en.pdf\" target=\"_blank\">its September policy decision<\/a>, the SNB starts off with the ominous observation: &#8220;The economic outlook has deteriorated considerably.
